Riverside views and house brewed ales make this place a phenomenal locale for a brew when visiting Luzern.
My wife and I ran across this place while visiting Switzerland and stopped by for beers three times while we were there. About 1/4 of the seating is right on the water and is actually across the pedestrian street from the Rathaus. The rest is in either a semi-enclosed area or inside the restaurant. You will definitely want to sit near the river to people watch and take in the wonderful view.
The beer selection is rather small, with only two beers available. We had both the seasonal Dunkelweizen and the house unfiltered Pilsner. Both were very good beers.
The food is also excellent but a bit pricier than surrounding restaurants in what is already an expensive city.
The beer is a welcome change to the Pilsner dominated region and you will not beat the view. Get here slightly before/after the standard lunch or dinner hours so as to have a shot at the riverside seating.

We decided to take a day trip from Zurich to Lucerne. After a day at Mt. Pilatus and then walking around Lucerne, we stopped for dinner at the Rathaus Brauerei. There's not many brewpubs that can top this location. Located right beside town hall, you can get a river side seat that overlooks the famous Chapel Bridge. Million dollar views, and from a brewpub, even better! Our waiter was quick and helpful. I ordered the house beer which was good, and my wife got the house dark beer, which was another stellar Swiss dark ale. Really good beers here. For dinner, I had the Nuremberg sausages, which were spicy good, and my wife had the veal sausage, which was like butter, cut it with a fork goodness. As the sun set, and the city lit up, we had a beer and a front row seat on the river. Spectacular.

For location, being on the canal, surrounded by mountains and 500 year old buildings (as it's self is) it's a heavenly place to rest during a day of touring around. It's easy to find, almost at one end of the old covered bridge over the canal in city center. Great people watching, it's always bustling here. They only brew a couple of different brews at a time and when I visited they had a dunkel and a Hell. They both were decent all-malt offerings. The food is also pretty good here, Swiss/German style eating here. A must stop while in Luzern.

The brewpub has a great location, underneath Luzern's town hall ("Rathaus") and overlooking the river. It is small, but usually not crowded. The brews are good quality, although I've never seen more than a basic lager and dark offered. Both are quite good. The service was quick and friendly - a surprise given the number of tourists who wander by. If in Luzern, the Rathaus Brauerei is worth a stop.

The Rathaus brauerei in Luzern is located just off the Banhof and main shopping areas, facing the "river" crossed by the city's famous bridges. This is quite a view for a crowded place where the outside seating arrangement is divided by a flow of crossing pedestrians, typical set up for a european bar or cafe. Inside, it's much more compact at first (where the bar is) but as you go in deeper a courtyard boasts more and more seating places in a calmer ambience. The place is very pleasant in this regard.
As for the quality and service, my ignorance of schwiizer deutsch proved to be no biggie as the staff was good to go in french as well- and were quite friendly throughout.
The selection isn't amazing but one must consider this is a brewpub. although they list a good 6 beers made on premises, only 2 or 3 are available at any given time, which is ok but makes it a bit disappointing if up for a tasting. I went for the weizen since it was the summer, and stuck to it since the other choice was lager.
On a side note, I don't disqualify the place in any ways regarding the pricing. I found it to be a bit expensive by european standards, but the swiss lifestyle runs a higher cost in most aspects that in the EU. nonetheless a worthy visit while in such a brilliant town as Luzern is.
