Very small bar/resturant in a strip mall overlooking where the oyster river terminates at Long Island Sound. There is a (scuba) dive/beach theme.
For a bar of this size, an astounding number of taps. There are something like 10 taps, even though there are probably about 10 seats at the bar. Selection is relatively random. Lots of new england beers-- NEBCO, Allagash, Smutty, Magic Hat, Harpoon, Southern Tier, and BBC tend to be very well represented. Periodically you'll get a real treat on tap, they've had Yeti, Burton Baton, Curieux on tap in the past few months.
Have never sat at the bar, but the waitreses are attentive, if a little uneducated on the beer; they often don't know the beers the have, let alone the style. I have a feeling the bartender is the real beer guy.
Food is good. Fish tacos are my go-to and are a good value and go well with a Southern Tier IPA.
Overall the place is much more than the sum of it's parts. The beers are cheap for CT and while it is still working out the kinks in the operation, it is a great place to go for some decent to excellent craft beers and a fresh well made inexpensive bite to eat. The crowd is a mix of neighborhood BMC drinkers and typical new england Gen X craft beer drinkers (eg close to the Delaney's crowd than the Gingerman crowd).
I really hope this place makes it because CT is dying for more locals that serve craft.

small bar on the west haven/milford line in a strip mall type of building right on the beach.Obviously ocean themed with a pretty decent atmosphere for a bar with mostly BMC patrons.
With Prime 16,Cask Republic and Delaney's around they dont get the best of the best beers available in the state but every once in a while they WILL surprise you,and having only 10 tap lines puts them at a disadvantage. Bottle list is pretty blah
i think they have great service from the bartenders and waitresses, everytime ive been there they've been right on the ball
the food i have had is good and pretty reasonably priced.My only gripe is everytime i get a burger and fries, my fries come out 10 min after i get my burger
overall dive bar is a pretty good value

The Dive Bar in West Haven has been in business over a year now. The Tap to Seat ratio is very high, and they have a mix of excellent beers on tap, meaning: Lager, Stout, IPA, Fruit, Amber, along with a couple of "go-to" beers. They not only provide a good tap line-up, but they work closely with local brewers (you even run in to them at the bar, in the flesh) to have tap take-overs, cask night, and as the other reviewers stated: lots of local beer. Last month, I attended a beerfest there, and for about $40/person they had 20+ beers, a reggae band, pizza, and tickets were limited to about 200 attendees so it was crowded but not packed. I wish more local establishments were this active and passionate about bringing good beer to the people. Here was the line up when I was there May 15th, 2012:

Beaver Brewnette Amber Lager (which kicked, and was about to be replaced by Captain Lawrence..yes, we kicked the beaver)

They (happily) offer samples if you want to try before you buy, they have flights, and their menu is small but has variety: apps, salads, burgers (by far the best thing on the menu), wraps/sandwiches, and a few things you don't see as often at a place this small like, fish tacos, and fried pickles. I've had both the tacos and pickles, and they were excellent.
If you are in the area, it's worth stopping by to see what's on tap. If nothing strikes your fancy, you can always get a cool refreshing 16 oz Narragansett Lager in the can for $2. And, for what it's worth... it's on the water with a great view, and they have an overhead door which opens to let in the ocean vibe.

Small place, located in a strip mall right near the water. The decor is sort of Ocean themed, modest, simple. Tables litter the out skirts, while the bar has seating for maybe 8 to 10 people.
The tap list was not exceptionally long, but featured some great New England selctions including three locals. The beer was seemingly fresh. The bottle list was nothing too special.
Dive Bar features a short and sweet menu, slightly upgraded pub grub. My burger was great, the friend pickles were pretty good. However, my girlfriend's veggie panini was cold and flaunted large semi raw chunks of vegetables.
The service at the bar was great. Ufortunately it seemed that some patrons seated at tables were almost being ignored. Only one waitress was on duty at the time.
Dive Bar succeeds in providing a change of pace from some other more well known beer spots in CT.
